As the development of Internet technology people are more and more depending on information technology. Just as water, electronics and gas is measured by the user end, information will be measured and controlled by internet service providers based on user end. At present, telecommunications companies are integrating with radio and TV companies so video and P2P flow becomes main part of future network. The charging way will also change as the network flow change. Firstly, charging based on communication time is not suitable for internet service provider because it has incurred too much network flow which beyond maximum bandwidth of physical network.Secondly, charging based on service provider can not be monitored by real user, so it is hard to protect the legitimate rights and interests of real user and is hard for the contrary to monitor the transaction between service provider and users. Thirdly, the network flow measurement incurs too much hardware for service provider and becomes bottleneck of network as the speed of main network increasing.In this paper, in order to improve the performance of traditional network flow measuring instruments, reduce the costs and ease the management, we present a new implementation of network flow measuring instruments, Network Flow Measuring Instrument based on User End (NFMIUE), based on IEEE802.3 Ethernet MAC protocol. NFMIUE, compactable with consumer habits, have high reliability and electromagnetic compatibility, making up the shortcomings of internet service provider charging.In conclusion, we describe the software and hardware system of NFMIUE based our research goals, including the structure of NFMIUE, such as main board, bus, reading and writing module of Intelligent Card, LCD module and storage module Particularly, we highlight key technology of NFMIUE, design and implementation of transmitting and receiving logic of IEEE802.3 Ethernet MAC frame for FPGA (EthMac). At last, we present EMC design of NFMIUE, reliability design and test approach of our prototype.It is of great importance for next generation Internet to research new kind of charging manner.
