With the rapid development of information technology in military domain, the belligerent decision intensively depends on the stability of the military information system. As attacking the military information system will get twice the result with half the effort, the military information system is becoming mostly target in modern warfare.For surviving in the complicated and rigorous environment on the wartime, we provided a hierarchy monitoring architecture to support the N+M disaster tolerance structure. The monitoring system with the architecture can monitor the distributed objects which deployed in global region in real time. The method of reconstruction and the redundancy technique enhanced the robustness of monitoring system.By analyzing the background and characteristics of traditional, adaptive and affirmance-based failure detect algorithm, we referred to the QoS evaluation standard of failure detect and designed a DTA-FD (Adaptive Failure Detect on Disaster Tolerance) algorithm. It obtained the dynamic status of network by recording the delay of arrived message and forecasted the arrived time of next message. The failure detector imported individual QoS requirement of target to satisfy different target. According to the relation between predicted delay time of monitoring messages and required detected time, we analyzed and set the occasion to detect target actively. By means of this method, the conflict of the detect time with the detect accuracy was resolved. At last, we present experimental result indicating the efficiency of the algorithm is well.According to the characteristics of the military information system on disaster tolerance, a prototype monitoring architecture is designed. With the "abstract factory" and "observer" software design patterns, we reduced the complexity of role changes for monitoring agent and the difficulty of dynamic adjustment for monitoring process. Finally, a prototype monitoring system is implemented to manage the military information system on disaster tolerance.
