Intelligent Network is an additional network structure which is settled above the original telecommunication network to provide new services. With the rapid development of IP network and VOIP techniques, the VOIP system based on the IP bearer network is taking the place of traditional PSTN. And it has become the basic requirement of the integration of three networks. Though IP intelligent network (IP IN) based on SIP protocol has already been the mean trend of the VOIP network, the new kinds of IN services still need to adopt some functions of the traditional IN.The paper firstly introduced the current situation of traditional IN, its network structure and the current development of IPIN and its structure. Then I focused on its reality structure in the current network.The paper introduced the idea of setting up the communication between the IP IN and the traditional IN by using SIP-INAP Protocol Stack and the implementation of the new IPIN services based on SIP protocol by the example of UC.IPIN can be based on many soft switch protocols .But the SIP protocols will take advantage over other protocols when use in IPIN. The paper adopted DOE and analyzed the performance of SIP and H.248 with UC service. As the experimental results presented, IPIN based on SIP is superior to the ones based on H.248 on the performance. And it is more suitable for the future improvement than H.248 because of its multi-media capabilities.As the Disaster-Tolerance system has already become an important research field of IN, the paper analyzed the necessity of the Disaster-Tolerance system construction and why the telecom companies are paying more attention to it. Then it introduced the background of the disaster-tolerance techniques, the theory of the disaster-tolerance system, the techniques used in the disaster-tolerance system and the index of the disaster-tolerance system. The theory of the disaster-tolerance system includes the principle of the disaster-tolerance system, the theory program,the configuration of the nodes of the disaster-tolerance system and data copy techniques.The index of the disaster-tolerance system includes Recovery Time Objective (RTO), Recovery Point Objective (RPO) and Network Recovery (NRO).Then the paper focused on the constitution of RTO and gave out the formula which can be used to calculate the direct cost of the disaster (RTO) with the model of the Queuing theory The paper gave out the design of the disaster-tolerance system of Shanghai Unicom's IN. It includes the network structure, the link resources needed and the mode and process of the switch. Then the paper brought up the test solution with standardized test methods and listed performance statistics like Disaster-Tolerance system switch time and disaster direct cost which were got from the test. The paper compared Disaster-Tolerance system based on IPIN to the system based on the traditional IN with the statistics and got the rate of the performance improvement. The conclusion can be used to test other IN disaster-tolerance system and will also affect the decision of the Disaster-Tolerance system construction.Finally the paper concluded the achievements and the insignificances of the research .And it pointed out the next target of the research according the trend of the techniques development.
