Since the 90's of the 20th century, we are in the special period of social development and transformation, which are faced with the dual task of economic construction and the building of spiritual civilization. as the witness, City News has the rapid development.Especially in recent years, City News haschanged rapidly with its civilians, and market-oriented stance in the press market.Although City News' market received huge economic benefits, the newspaper embarked on the over-commercialization roads.The low metropolitan phenomenon resultsing from City News brings the negative influence on the society. It not only weakens the function of newspaper in the mass media in the public area, but further to become an accomplice of the capital strength manipulating public. City News as a whole become "cultural industries" called by the Frankfurt School, moving the function to control the public.City News in Hohhot also caters for the need of the audience and satisfies them. It begins to covert into publicity from the traditional role of the audience. Due to a high degree of marketization, City News starts to do all kinds around the articles of audiences. However, the evolution of audience-based makes the demands of metropolitan news to began to meet a single demand for all types of audiences. In the same time, City News in Hohhot begins to emerge a clear overall purpose and fuzzy local audience; underestimation of the standard of the audience; social news pays attention to the series problems such as objective-oriented and experiential issues reported, and so on. Therefore, how to re-become the metropolitan region facing Huhhot becomes the priority mission.
