Vehicle License Plate Identification System

With the rapid increase in the quantity of vehicle, the demand for traffic control and safety management is getting higher and higher. Intellectual traffic system has already become the main direction of present traffic administration development. The vehicle license plate, as the only sign of the exercising vehicle, has irreplaceable function in control and management of the vehicle. Based on treatment technology of the picture, the license plate recognition system of vehicle, which is regarded as an important part of the intellectual traffic, plays an important role in such project management as the expressway, urban road, parking area, etc .In this thesis, to provide good versatility and scalability, the system is developed based on the standard DirectX which is established by Microsoft Corp and hardware-independent. DirectShow development kit is employed as the system development framework. With hardware based on PC platform, and software using modular design method, a video monitor system suitable for multi-entry location is established used DirectShow technology, and intelligent vehicle management can be implemented by analyzing vehicle information of all the entries. In addition, a license recognition algorithm based on character structural is introduced.Proved by tests, this system is capable of managing vehicle real-time, and it is able to meet the demand for practical use in the society. Experiments have been conducted on 1632 character images, the result showed that the rate of recognition can achieve 96.6%.
