With the rapid development of digital technology and the expansion of it's application, the digital video monitor system developed gradually and digital video codec technology becomes it's key component. As one of the second generation source coding standards, AVS as well as H.264 and MPEG-4 stands for the most advanced video coding technology at present. Compared to H.264 and MPEG-4, AVS is predominant because of lower algorithm complexity and having proprietary intellectual property rights.These reasons are of great significance to the application and promotion of AVS standards in multimedia technology area in China. The application of AVS in video monitor system is researched in this thesis. After adequate research of decoding process in AVS standard, a video monitor server software is implemented based on AVS decoding technology. This project is developed on the base of AVS reference software rm and solved the parallel decoding problem of multiplexing video using multithread technology. And it can receive AVS stream from networks and decode and show four CIF streams simultaneously.Besides, according to the characteristic of digital film image, the objective digital film image quality assessment is researched against the background of The project of DCI Digital Cinema Package production system. Image quality assessment based on Peak Signal to Noise Ratio, together with Structural Similarity and Human Vision System is proposed in the thesis. The Algorithm is realized in the Digital Cinema Coding System which conforms to the first digital film industry specification in the world (DCI specification) and the experimental results are provided.
