The current law education, as well as the rules of law and the National Judicial Examination in our country all exists many blemishes. For the reason of this, almost every important university is trying their best in search of breakthrough points in reforming the law education and the systems of the law and the National Judicial Examination. As for not only about the law occupations but also about the law education, a new question has been raised—how to perform the law and National Judicial Examination? However, the traditional National Judicial Examination spends too much time but has low efficiency because it consists of as many links as assigning propositions, printing paper, arranging examination halls, overseeing exams, organizing paper-reading. Many subjective factors-- fraudulent practices of examinees or people concerned and reading paper by people—will also have influence on the solemnness and justice of exams. This paper offers a comparatively completed resolution from standard exam systems to standard test questions, including individual multiple choices, multiple choices and uncertain multiple choices. This paper analyzes traditional exam forms, especially the various blemishes resulting from the law exam situation. The paper also designs exam systems which apply to law and law major exams, aiming at making it conform to the current computerized and networking conditions as well as improving the working efficiency and justify the exams.This paper mainly did the following work: Firstly, make viable analyses from the sides of economy, techniques, time of opportunity, management and so on. Secondly, it analyzes the functional demands of the system, which includes the management of exams (mainly takes charge of the installation of exam information, the classification of the examinees and the offer of the exam lists), the management of the system resources (mainly takes the charge of the installation and protection of the exam questions. The exam information contains individual multiple choice, multiple choice and uncertain multiple choice), the management of the system (mainly takes the charge of the information of the managers, teachers and examinees, and provides the functions of landing and password support), the management of exams and result search (mainly takes the charge of the search of the students' exams and grades and teachers' summing and searching grades). Thirdly, it introduces this system's developmental technology and running environmental (this system use the C/S model and the developmental tools choose the languages of JAVA, JSP, JavaScript and Html; it uses the Tomcat server technology, and the background database chooses SQL server 2000). Fourthly, according to the analyses of functional demands and examples, it designs nine data tables in order to design the concept of database: local E-R model and all-around E-R model design the logic of database, interface and every functional module.Fifthly, this system mainly has four subsidiary systems and twelve functional modules. Finally, the paper makes a conclusion of the analyses and design of this system, finds deficiencies, and gives the further research direction.This system had good effects after having been tried in colleges; the functions of exams and exam management fundamentally come true, and it meets the demands of design. Practice has proven that this plan is viable.
