HF communication, because of the benefit of using HF for communicating is that HF system is low-cost, requires minimum equipments and easy to set up, is an impotant technique in military communication system. But due to the unpredictability and propagation problems such as multipath fading, interference and attenuation, communication using HF becomes very challenging. Besides, the availability of the channels varies depending on the time of day, seasons and the condition of the ionosphere. At present, HF communication is rapidly developing because of using of HF adaptive communication system. And automatic link establishment (ALE) is the core of the HF adaptive communication system. According to GJB2077-94, this paper introduced the basic contents of ALE, thus propose the ideas of design and implementation as software. This paper looded at the implemention of ALE as software designed using VC++ 6.0 programming language. Through the test between 2 personal computers, it has tested the correctness of protocol operation successfully. The paper designed to achieve the serial communication and USB communication, completed the data sending and receiving systems. Finally, because the hardware platform was not founded at the time when this paper is finished, field testing can't be done.At last, according to the MIL-STD-188-141B, the third generation technique of the ALE was discussed, and an original project was proposed.
