This article just focuses on how to improve the utilization of human resource in an enterprise. We try to reduce the pressure of higher labour cost . According to operator deployment theory and scientific labor deployment methods, we provide an efficient information delivery tool instrument to dispatchers who operate the workers at production areas. In order to increase dispatch efficiency, planning department can handle the labour arrangement on time, so that one can adjust the work force and plan for the worker schedules as a whole. This will allow a factory to take full advantage of its labour resource by optimizing the plan, reducing the cost, and finally, increasing the whole produce efficiency and quantity.The article is based on the research findings about operator deployment theory. It also based on practical experience at H technology group. It utilizes operational research theory and statistics theory, to build the operator deployment model. What's more, this passage provides an algorithm of operator deployment so that the dispatch project in the range of finite operation . It will compute the optimal scheduling result. Through the deployment model theory and the algorithm, the operator can use the optimal program, make a final decision and complete the actual deployment quickly. Both the operator deployment model and the intelligent dispatching algorithm can be used and extended efficiently in our production environment. This research implements the models and algorithms as a operator deployment information management system, so that the controller and the operator can share the information in the production environment. The system is based on a Client/Server architecture, It includes a customer program and a server statistics storage system. Through the internal system module to deal with the dispatch statistics and information retrieval efficiency. In order to standard the use of this system, I planned for the deployment procedure and function to insure the executive power and result.This article creates the operator deployment model and the associated algorithm, which reform the inefficient and subjective dispatching model, achieving an efficient and optimized deployment. This new model can reduce human resource cost, while eliminate the abuse in the old model.
