Recently, with the emerging enterprise information construction, especially the major deployment of the CAD technology in the design department of municipal engineering, the cycle of product design has been greatly shortened, resulting in enormously greatly increased working efficiency. Meanwhile, as the number of electronic picture and text information increases, the important information of the design department is preserved in the storage system as electronic picture and text, such as CAD electronic drawing, Word or Excel, etc. so the unified management of electronic picture and text data, and the security of it's distribution among the designers for reference has already become the key research content in the construction of the drawing anddocument management information system. Especially the protection of property in the electronic picture and text information are problems to be solved in the modern enterprise information construction.This thesis, by using the technology of ComGIS and WebGIS, has researched in to the security system based on SSL protocol and GIS, the key technology in the construction process of the municipal engineering information management and security system was discussed. According to the specific safety requirements of the spatial database network communication in municipal engineering information management system, by practical investigation, the requirements and demands and the possibility of system development have been analyzed. With the target of the safety management of massive information, general design, database design and security design are carried out in the system. The main research work in the thesis is as follows:1. Through the analyzing and researching of security problem of information management in the GIS spatial database, a solving solution, which using the SSL protocol in the GIS, has been put forward. With deep analysis of SSL protocol which based on PKI system, and the study on municipal engineering information management and security system spatial database, a method of application integration of SSL protocol and GIS is proposed. A municipal engineering information security system based on SSL and GIS technology is developed, with further discussion of the key technology in system identity authentication, data management, spatial analysis, network data transmission encryption, etc.2. The system user management mode was studied. A digital certificate is needed for the identity authentication. Issuing encryption lock makes the management standard. The illegal visiting of unauthorized user is avoided. The system privilege management combines the user demand close. By using the visiting control model based on role, the Security of system is greatly improved.3. The process of system data is analyzed, the batch automatic introduction function is used to input rapid normative data. By using the data maintenance function makes the dynamic changing data in the system update real-time. Using the convenient visual query function, the needed data is located in the electronic map. The analysis and statistic of the resulted data is combined with the GIS spatial analysis function. Meanwhile, SSL protocol is embedded between the user and the server data exchange to guarantee the safety and security of systems and information.This system has already passed acceptance and working official. The practical application shows that: the system meets the demands of data management and data security. The GIS data security system based on SSL protocol improves system security and the work efficiency in the management and business department.
