With the development of the information technology and the wide application of internet, our life has been changed greatly. Nowadays, E-Business and E-Government become very popular in Internet. The need of security of network activity is getting more and more instancy. The network security is one of the most important research topic of the security of information. The data security is important content of the network's security. In the army reserve, the system of network transmission isn't security, so there is big hidden trouble in the data transmission at present. To suppress this instance, I designed and achieved a system of the data transmission secureity.At present the quite practical method is transmitting data carrying with encryptio in the network. Data encryption must rely on the mature data encryption algorithm. In this paper data security mechanism of every layer is analyzed under ISO networking protocol model. The paper studies the basic principle and security algorithm of DES and RSA which are the typical representatives of conventional cryptosystem and public cryptosystem respectively. We designed implemented network data encryption system in the Visual C++ platform. Namely establishes a safe data transmission system, based on RSA digital signature, DES data encryption and mixed encryption of DES and RSA. It can perform data encryption transmission between Client and Server. The key management includes generating, storing, deleting, modifying and searching of key.This system is tested in the data transmission of Local area network. Its validity has been proved and the security of data transmission is improved.
