Along with the entrance of the information age, the form of war has entered an information era. In the future, to control the information has become the key to win the battle for the warring countries. Because that it can provide no-blind-area and the whole hour of high rate information transmission, space-based information system has become focus of future construct for all the countries.Firstly,the thesis analyzes its structure, information flow and the influence of the future war. Then, analyzes the particularity of the command communication network,the functional,technical requirements and the advantages of the new command communication network with the support of space-based information system.The thesis designs a precept of the command communication network with the support of space-based information system. The node structure of the connection, information flow, network structure, and transfer control protocol of the system are analyzed.Besides, congestion and security of the network are analyzed, due to the specialization of command communication network. By setting up the dynamic model of network congestion, the thesis proposes a design of controllor for active queue management, based on the robust theory. Simulation results show that the performance is better than the conventional Drop Tail algorithm, which will meet requirement of the command net for information distribution in real time. In order to ensure the security, a design of network permit management and access control is given out, based on the Client/Server model, encryption and conditional access system (CAS).Finally, the influence of rainfall is analyzed, and relative solutions are proposed from different aspects, including system design, coding, space diversity, and error correction technology.
