The scale measurement of software project is usually complex,the reason is diverse,including complexity of the software itself,the lacking of experience,the short of measurement tools and some man-made mistakes,thus difference between the scale measurement and the practical case will be great.Currently,there are many methods about the size measurement of software,such as COSMIC-FFP(Common Software Measurement International Consortium-Full Functional Point).It is the next generation of scale measurement method using function points,which had been brought into ISO. This method can be applied in the real-time embedded operating system,the multi-ties application of business supporting area,UML,object-oriented analysis and design, visual development tool,etc.However,as COSMIC function point method is a new thing,people especially focus on the research and less on application.The main reason is the complex process using COSMIC function point method and no automation supporting tool.In addition there is not a simple method which can be used to learn the COSMIC function point.The author described the basic theory and measurement of COSMIC function point method.Using this method,we measured the digital academic management information system of National University of Defense Technology and then analyzed measurement result.After analyzing the data characteristics and the data moving law of academic management system general process.For educational management system we simplify the measurement formula of commonly functions process.Further we analyzed the applicability and objectivity of the formula.Through the use of simplify the measurement formula of commonly functions process to simplify the COSMIC measurement process.It provides a kind of method for the research and the use of COSMIC through using the general model and simplified model of common functional processing to speedup the COSMIC measurement process.It can help decision making for the project management converting the measurement result of the COSMIC function point method to the familiar concept such as schedule,cost and people in the application.Compared the percentage distribution of moving data type from measurement result analysis with the related data,requirement reasonableness can be checked at the requirement measurement.The result of the function point is conversed to the lines of code and COCOMOⅡis used to compute the usual data in the project management.The link between the function point and usual data in the project management is built so that the measurement result from COSMIC function point method and the data of project management can be lengthways compared.
