Intelligence is very important in the battle field for our army. Improving the construction of the Intelligence-Surveillance-Reconnaissance Systems (ISR) is vital for the army to enhance the ability of acquiring battle field information. The technology innovation of the ISR Systems is essential for its technology improvement, and it is related to the renovatoin of structure and technology performance in the field of the configuration of various technology equipments in the ISR Systems. Since the military requirement is the essential motive that leads the development of the military equipments, when designing the ISR system, we must first solve the problem of the ISR system requirement for the optimum configuration and effective use of the equipment resource.For the moment, the domestic system requirement modeling technology mainly focuses on how to develop modeling tools for describing the requirement of the ISR system by multiple views or by forms of chart, table, text, and so on. The research on the basic requirement model of the ISR system is not well established yet. Because of the lack of the basic model, when comes to analyze the ISR system requirement, it is difficult to make good use of the data, such as distilling, integrating, comparing, and verifying the consistency of the data that collected and generated during the process of the development of the ISR system requirement, which results in the informality or inconsistency of the description of the ISR system requirement.Because Ontology has ideal composing structure, perfect description language and be capable of capturing and representing the knowledge of the specific domain. Building the requirement model of the ISR systems with the help of Ontology can clearly define domain concepts, the relations between the concepts, restrictions and so on. In this paper, we propose the method of how to construct ontology-based basic requirement model of the ISR Systems. The model comprises six essential factors: Class, Property, Hierarchy, Restriction, Axiom, Instance, each of them is been described by OWL language, which provides certain semantic basis for the requirement model.According to the characteristics of the ISR basic requirement model, in combination with the model proposed in this paper, we give a formal description to the Mapping-Matrix model in the ISR requirement description, such as capability, opetation task, system function, and to the mapping relations between capability and operation task, and to mapping relations between capability and system function. We also give a method to verify the consistency of mapping relation in all scenarioes.Finally, we analyze the structure and function of the ISR requirement modeling tools, discuss the need for data storage and management, design the frame of the software, and then accomplish the development of the tools. In the case study part, with the background of the development of the ISR system requirement, we use the data model and tools mentioned above to describe the core entity and relation in the capability-operation task Mapping-Matrix, and verify the data consistency, in order to prove the feasibility and practicability of the model and method we proposed.
