With the development of the economy in our country, the number of the illegal activities across the border has increased, such as smuggle, stealing into another country, illegal hunting, fishing across the boundary and stealing across the boundary, etc. Especially in recent years, because of the complexity of the international relationship, political activities are spreading rapidly, resulting in an unprecedented challenge to the border security of our country. "The border security is important; everything is related to the center." The border security has something to do with the security of the whole nation, and whether the border areas can develop steadily depends on this. The border army must do something to prevent the illegal activities. Most of our border armies located in less-populated areas, with little transportation. Although every year, the armies devote amounts of people to watch and patrol, the illegal activities across the border still appear in a large amount. Establishing a scientific and proper patrol system, and a good border-controlling mechanism to prevent these activities need to be done at once. To study the patrol with a scientific method and improve the efficiency are significantly important.The paper model and simulate the patrolling dispatch of the border army according to WITNESS software. During the process of modeling, with the basic theory of disperse events system simulation producing illegal activities and places randomly, deal the model with visualization; during the process of simulation, change the intervals between every departing time, observation distance, moving speed and other parameters individually to get a simulation result, then analyze the data, getting an effect rule among the three factors to the efficiency of patrolling.The result shows that the intervals between the departing times depends on the moving speed, and the observation distance and moving speed directly influence the effect of patrolling. The farther the observation distance is, the faster is the moving speed and the more effective is the patrolling. To integrate all the factors, we know that boosting the moving speed is the most effective way to improve the effect of patrolling.In a border army, patrolling dispatch accounts for 2/3 of the total daily duty dispatch. Therefore, the result of this paper provides a valuable reference to the border army duty dispatching system.
