Radio Block Center (RBC) is the kernel subsystem of the high-speed railway signaling system. RBC counts the move authority (MA) and manages trains according to dispatching commands,route states,line parameter,speed and location of train.Thus,RBC implements the security and efficiency of train. And one key effect of actualizing the function of "operation commanding, safety protection" in the high-speed railway signaling system is made by the RBC system.The technological research on the RBC system abroad is mature, while the domestic counterpart is still at the start stage. At the first of this paper, the high-speed railway signaling system was studied. The RBC scheme was presented based on the analysis of the Chinese Train Control System 3. Then the RBC software was given. The management function such as tain registration,train logout,MA computing and communication with other subsystems of CTCS-3 were implement. After that, the simulation of RBC system and other subsystems of CTCS-3 was designed. The simple simulation environment was constructed. Then the test scheme was given and functional verification for RBC software was implemented.The research is focused on the followings:Firstly, the train control systems aboard and domestic were introduced. The decomposition of CTCS-3 was described. Then the paper analyzed the working principle of RBC. The functional requirement and RBC structure were presented.Secondly, based on the functional requirement, the principle prototype software architecture was designed. According to the RBC system's technical specification, the software of logic control modules and communication interface with other subsystems of CTCS-3 was complied. The function of train registration,train logout,MA computing,train running operation,RBC-RBC switch and communication were implemented.Thirdly, the simulation environment applied to experiment was constructed based on VC++6.0. The software of simulation system of CTC (Centralized Traffic Control System),CIS (Computer Interlock System) and OBE(On-Board Equipment) were designed.Finally, the scheme of experiment and test of RBC for the application was designed. The experiment test and functional verification for RBC was implemented based on the simulation environment.
