The Design Of Refined Oils' Logistics System For Jinan Area Of Petro-China And The Implementation Of Information System

In modern time, energy material supply chain has been simplified step by step, and the material transfer rate becomes faster. The operation mode of China's oil industry, especially the refined oils'plate has been shown some deficiency. The integration of regional storage resources is poor, the sales process is complex and the capability of business decomposition and control is unsatisfactory, which all cause the low information degree and inefficiency.The crux of so many-sided contradictions comes from the problems of strategic layout. Reorganizing the operation process of petroleum industry'downstream and the refined oils'logistics system are the fundamental way to solve these problems.The basic concepts of logistics are described in this paper. The existing operation problems of Petro-China of Jinan area's refined oils are summarized and the logistics system is planned. During the work, innovation achievements are obtained as following:1. Reorganizing the resources of upstream and more than one depot supplying a common region together. This reform solves the problem of inadequate supply capacity and reduces the out of stock risk after the lead time shortens and also the logistics cost are reduce by dividing the distribution blocks.2. Restructuring the logistics process of refined oils'terminal and the branch's independence is enhanced. Concentrating the functions of the branches and storage, account closing, dispatching and sales are formed. A clear division of labor among the various departments reduces the loop and improves the response speed by designing of the processing flow of the primarily business.3. Developing the logistics information system with friendly human-machine interface. Every functional department has the corresponding subsystem, which can be used to deal with related matters, especially the client terminal system, get the terminal end into the supply chain environment and access to the source of the information flow easily without delaying. The efficiency of the system can be greatly improved as all the departments face a unified database and can exchange operational information with each other. Not only the inventory and control towards full of process is obtained but also the continuity data link of warehousing for supply chain is provided through the development of oil depot console.The programming for refined oils'logistics system is an exploration for Chinese oil companies in management field, and the researched logistics information system is indeed a pioneer probe which is beneficial to the development of management software of entire oil supply chain. Modules for some of the specific major parts, which have not yet been developed, have been reserved for secondary development.
