Weather fax image is the main hydro-meteorological data for the ships which are sailing in the ocean, it occupies an important position in the ship scheduling and route choice. At present, Weather fax receivers have been installed on large and medium-sized ship terminal or base at home and abroad as major equipment to collect weather information.Traditional weather fax receiver usually print weather fax image via thermal printing mode, the storage time of image is short and the weather fax image can not be processed digitally. Along with the rapid development of computer technology, it is possible for the weather fax image could be processed, printed and stored by the computer. In this way, it can raise the level of automation of the weather fax receiver. Because the data storage, processing and reproduction in the computer, other equipment can not match the advantages.On the basis of the in-depth analysis of the mechanisms and principles of the weather fax receiver, this paper presents a new type of weather fax controlling and signal processing device, it belongs to a part of digital weather fax, It received fax FSK single by the short-wave receiver device and its core processor is DSP chips TMS320F2812,it can achieve the advanced control of mainstream weather fax receiver at home and abroad and collect and process fax single digitally, it also can send the fax image data and fax machine state information to PC on real-time via PC104 Bus, then the PC can deal with the fax data.In this paper, Firstly, we designed the structure of the system as a whole program by analysing weather fax functional requirements and the characteristics of the send format of the weather fax image. Then, we introduced the device hardware and software development process. At last, System was tested to prove whether or not this device can meet the design requirements. Hardware circuit included: FSK demodulator circuit, starting stop signal and fine-tuning of the signal detection circuit, the smallest DSP system design circuit, CPLD decoding circuitry and PC communication circuits and so on. The main part of the software included the Collection, pre- Processing and upload of the fax data, kinds of Fax image receive mode, short-wave receiver control function and so on .Upon completion of hardware circuit design and software development of this device, we connected this device to PC and short-wave receiver device, and then made an Integrated Test, the test results shoed that this device can be controlled to receive and perform the order of the PC accurately, and it also can control the short-wave receiver device to choose fax weather stations, So, we can make sure that this device has achieved the target design requirements.
