With the update and development of the computer and network technology, the application of Internet emerges endlessly. Due to the idea of best-effort service in TCP/IP, with the booming of network traffic, the packet loss rate increases remarkably and network performance degradation results. So, it is a hot research topic to introduce the QoS to internet and meet different kinds of QoS requirements through multiple methods in network. On the other hand, the scale of network is growing and the topology is becoming more complex than ever. It is a great challenge to network management, which affects the network performance directly. How to allocate resource reasonably, how to plan network flow correctly and how to increase network management effectively are very important to improve the network quality.Traffic control technologies of the internet are employed to solve these problems above based on Linux in this dissertation. How to control the in/out traffic of all kinds of application, prevent the occurrence from congestion, guarantee the quality of key services, limit the bandwidth of non-key services, and make the ordinary services to share the bandwidth fairly are discussed.Today variety of services and applications become popular, with the wider use of P2P, there will inevitably be some confusion when we make a relatively large network traffic control model of strategy. Especially in the stratification and classification, error handling is prone to confusion, which reduces the bandwidth management simplicity and ease for use, an increases complexity. This dissertation, based on a variety of services and a wide range of applications at the application layer characteristics, proposes a reasonable distinction between services and applications of the method, designs an effective practical and easy-to-manage model of traffic control. According to this model, the multi-application traffic control systems can control the traffic of different application and object on the basis of the Differentiated Services model's characteristics and requirements.The Differentiated Services Model requires the system should control the inflow and outflow in every network interface effectively. In this dissertation, the flow control requirements of Differentiated Services Model and the two-way flow control technology in every network interface are studied, the two-way flow control in one interface is implemented on Linux.
