With the rapid development of the high-speed network technology and the multimedia techniques, the quality of service for IP networks is required. For example, real-time services such as video phone over network requires higher performance for the delay of the packet transmission. If the delay is too long, the user will not be satisfied. Relatively speaking, some traditional data services such as E-Mail and FTP are not sensitive to delay. In order to support different kind of the demand for voice, video and data services, the network must distinguish between different communications, and then provide them with the appropriate services. Therefore it is a practical significance and important to study the area of QoS(quality of service).In order to provide effective control or assurance for the quality of the end to end service, IETF(Internet Engineering Task Force)has proposed two global networks Architecture: Integrated Services and Differentiated Services. And subsequently produced a series of network utilities to provide support technologies for QoS, such as traffic shaping, congestion control. And queue scheduling algorithm which is in the area of congestion control has a very important position.LAN Bandwidth Management has been the focus of our attention due to close to people's work and life. Hence if the idea of DiffServ QoS is applied to LAN network bandwidth management, we could get very good results and practical value.Besides, the protocol stack on linux systems have a good support for QoS. TC module of the linux kernel is not only a realistic and practical implementation tool, but also is a test platform for researching queue scheduling algorithm. Furthermore, the TC module and the Linux stack architecture has great plasticity, so the linux protocol stack can play an important role in LAN Bandwidth Management.This paper proposed a new scheduling algorithm based on the WRR, whose name is Priority Variable Deficit Weighted Round Robin(P-VDWRR), and the algorithm was implemented in the TC module of the the linux kernel. On the basis of the Linux Protocol stack, it designed a simple flow control system for local area network bandwidth management.
