Globalization led that the information technology greatly improved, and the internet technology speedily developed as well. The internet, as the new media, is featured by it high capacity, interactivity, opening, speedy, and personality. And hence it can break the limitation of the time & area and motivated the communication can cast around the world, the information of the communication became more plenty, and the across-communication more dominant. Under the situation, the traditional propagation pattern been greatly subverted due to the impact the mode of internet communication.Journalism is one kind of culture communication. All the basic function of the news communication contains the deeply culture backing and profound connotation. In China, the abroad internet communication belongs to the part of across-culture communication, it must break through the culture boundary to achieve the acceptance and approbation of the international audience. To engender the positive situation of the public invoice which can help frame the national strategy and conduct the international activity. Surrounded by the global communication, the approbation among different nation and confliction among different culture have been as the main topic, our Chinese abroad- internet-communication can not accomplish the original task if our communication language overlooks the both-sides demands and culture obstacle of the culture communication.The international communication in China should pay more attention to the inter-subjective status of the audience and the communication actor as the people in culture should exchange with the audience in certain culture background. According to the theory of Bakhtin, the reading course is the refection between reader and content, not the case of the one-side issue. Hence, it requires the internet disseminator should work out the environment which can help the dialogue goes easily according to different demand and people in different culture, suitably adjust the strategy to maximize the reading effect, and sufficiently use the advantage of mutual trait of the internet media during the process the abroad communicating.Updating the concept of international communication, targeting different audience from different culture, strengthening the content constructing, fostering some staff which grasped the knowledge of the international communication and gained the technology of foreign language & internet media, and forming the mechanism of feedback. All these above is to help cause the favorable situation and reduce the misunderstanding of the audience, to ensue the"dialogue"can go smoothly and achieve the best result of the internet media for the aboard communication.
