Vector Network is a new type of data communication network which is at networking layer of OSI model. Switching address of Vector network is a string of outputting Port No. of all the electronic equipments within a connection, and a connection is established by two steps: Calling and Routing. Vector Network is superior to other communication networks in reliability, adaptability, security and so on.Accessing control technique needs to be solved first in order to achieve the full functionality of Vector Network and reflect its many advantages. As a result, to design reasonable and efficient accessing control scheme for the new Vector Network architecture is far-reaching, and can provide long-term economic benefits for the network operators.This paper proposes a scheme for access control system which is characteristic as distributive, layering. This scheme includes how to authenticate the identity of users and how to account according to the usage of network resources. And according to the tree-like hierarchical character and subnet object-oriented character, it is designed by consulting PNNI, PKI, and other related technologies and protocol standards being in use nowadays. This authentication mechanism fully reflects the Vector Network's character and advantages. Also the design makes sure that the accessing control technique is effective and pretty safe. The accounting design is easy to operate and high-quality in accounting. The design of bandwidth-hold packet offers reference for the existing networks.In the end, the author emulates the designed access control system using Java. And the result indicates that this scheme makes it possible to realize simple and effective accessing control in Vector Network. And the result also privides further evidence forthe level of flexible scalability of Vector Network's architecture.
