The research on indoor target recognition and tracking is to determine the object's characteristics and obtain its trace by one or multiple kinds of signal and information processing technology in the closed situations with more shelters and reflection. As room is the basic unit of the indoor condition and belongs to the Line-of-sight range, a method for this problem is presented in this paper using infrared and vision sensor, from the perspective of expanding the channel and optimizing the receiving device,while infrared signal is used as compensation of targets'character.Targets with devices that can transmit special infrared signal move freely indoor. Their location information can be detected through nodes net distributed in rooms. The node is consisted of infrared vision and motion. According to infrared light and visible light transmission characteristics'similarity and transform lens principle, the linear relationship between the light source's orientation and the spot coordinates of imaging lens surface is described, with the constraint relationship between imagining field and view area. And then, the target tracking problem is transferred to sampling of spot and coordinates regression in small-scale of the 2D-matrix. Nodes can spin in the two-degree-----horizontal and vertical due to the motion part, with rapid response to targets to obtain the best tracking. Simultaneously information of the target's region is obtained by vision sensors.The realization of the method is also given with detail design. The stable and sustainable infrared sensors which can cooperation among long-range is the foundation of all. So circuits which used to synthesis, detect and identify infrared signal is designed through studying the optical and electrical properties of existing infrared LED and infrared sensors'response characteristics. As major component of motion part, step-motor and its' control is the key to realize tracking. A method that avoids resonance is put forward based on the analysis of speed shifting process, which can improve the movement effect during start-stop. The main works of the paper are hardware and software of nodes,doing and debugging the circuit board, implement part design and so on. Analysis of occasions in the indoor environment with shelter, presents the coping strategies from the data acquisition and processing algorithms. Experimental results speak of the stability of the system, the dependence less on environment. It can be easily to expand network, to make it a good application.
