230MHz wireless cellular communication system is the first preferred communication system in electric power load management system.Firstly,this paper introduces the network structure and system model of 230MHz wireless cellular communication system,referring to Mobitex wireless narrowband network,and discusses the base station and terminal communication interface specification and data transmission format.Secondly,considering that the polling channel access method, which was currently used in electric power load management system,cannot take full advantage of upstream channel and downstream channel,hereby gain poor access control method and low channel utilization rate,combining TDM and label switching,taking into account the actual needs of random access,a new compound channel access of tag control,polling and random is proposed.Finally,it is designed that the software structure and hardware circuit of the 230MHz wireless cellular base station.The hardware platform based on ARM9 chip is built and that communication protocol between 230MHz base station and mobile terminals as well as the channel access protocol in 230MHz wireless cellular communication system is achieved.
