Mineral oil is one of the project on environmental protection pollutant emissions standards. On the bases of UV fluorescence spectroscopy techniques and Overflow-sampling techniques, the papers explores the system, which can detect the minaral oil in water on line. Firstly, the paper analyses the operatability of which UV fluorescence spectroscopy techniques can detect the water mineral oil.Then, to choose high-efficient Ultraviolet fluorescent light source, Secondly,the paper designs the fluorescence receive subsystem which can receive the weak fluorescence signal through PMT. Thirdly, the paper study Overflow-sampling techniquce and designs the specific Overflow-sampling subsystem. As an electronic subsystem, the design can be employed in Automatic Control, Data Measurement, Data Display and Automatic Alarm. finally, the paper tests the performance of this system.This system can detect the mineral oil without any extraction and separation.on pretreatment and can carry out the non-contact consecutive detecting, which can decrease detecting for the suspended particulates in water. The measurement accuracy is 0.1 mg/L, and the relative standard deviation <1.5%. In practice, the system can be monitored the hydrocarbons in Water Quality Testing, Industrial Wastewatertanker berth, Chemical plant, large-scale water-cooled equipment and Hydropower.
