Involved in the current domestic and international intensive market competition, the steel-making enterprises transforms their production patterns from the traditional production-dominating-sales to the multi-varieties, custom-made and massively production organization. Nowadays how to shortern the product delivery cycle, increasing the pruduction and improving the quality with a lower production costs, and personalizating customer demand has became a problem to steel-making enterprise. Therefore, there is a great practical and strategic significance for the typical steel-making enterprises in china to carry out the research of key technologies of MES and the production & sales unification.This article is extensively based on the research of the TOC's application in the production planning - scheduling technology in the steel-making industry, and then go into particulars the production planning - scheduling in the system of production & sales unification and how to make it come to realization in the Xiangtan Iron and Steel company. Which optimized the management in production process by collecting a large number of real-time data and handling to real-time events with timely response, not only receiving the real-time production data and feed it back to the layer of management system (ERP), but also send the production instraction from the layer of management systerm down to the layer of process controling. Therefore, it made the enterprises' production orders proportionment raised about 15～20% than before , and since that, it brings the tremendous changes and enconomic efficiency to xiangtan iron and steel company whether in the top management level decision-making or in the standardization of operational aspects.The innovation of this project is based on the research of TOC, after thoroughly analysing the production management demand of steel-making enterprise, estabilishing the relations model betweens the production elements, then archiving the production planning and scheduling scientifically and optimally in departments in the steel-making enterprise. Developing the production management systerm to meet the demands of the steel-making enterprise, to insure unification of production & sales, to supply more comprehensive, timely and visual information supports. At the same time the information system provid a highly efficient integrated information channel for various departments. Thus it will eventually resulted in brand a total new style of steel-making enterprise production management model based on real-time and effective unification of material stream, data stream and information stream.
