Natural Disaster's Information Communication In Japan And Lessons To Our Country

Japan is a country where earthquake breaks out frequently and volcanoes crowd everywhere. The harsh reality prompts Japan to set up perfect natural disaster information communication system, and form a unique management way.In this communication system, Government, mass media, schools, as well as public are all important aspects of natural disaster information communication. They are closely related and indiscerptible, combining into an organic whole. Japanese government is the "communication leader" of natural disaster information. It not only leads to establish a complete disaster information system, but also plays a leading role in safety education and the collection of information after disasters. Facing disasters, Japan's mass media has also established a rapid response mechanism; made full use of various media technologies, to transmit natural disaster information all-directionally. There is a triune information communication network among school, parents and community which can ensure information's communicating smoothly. And safety education of school has also been given important status. Frequent safety education and drumbeating strengthen public's consciousness of crisis as well as lead to their comprehensive capability of disaster prevention and early warning as a result.This paper will analyze Japanese government, mass media, schools and public's information communication movement in natural disasters, from the perspective of communication. Its goal is to provide some useful apocalypses for our country's improving natural disaster information communication system, from Japan's experience.In the research, this paper brings forward some suggestions and opinions ,based on china's national conditions, which are suitable for our country's development level of economy society: First, government should establish perfect disaster information communication system, and strengthen public's consciousness of disaster prevention and mitigation through some specific measures such as arranging anniversaries for disaster prevention. Second, mass media have to set up disaster coverage mechanism and increase early warning news as well as disaster prevention publicity. Third, we should pay more attention to safety education in schools, building scientific teaching system of security knowledge to ensure good effect. Fourth, public's capacity of disaster-preparedness has yet to be enhanced. Their consciousness of crisis should be strengthened.
