Telecom operators have many types of devices. All these devices are distributed over a large area and used frequently. So the adjustment of devices in day-to-day operations will become a difficult work. The application of RFID in the field of operator's devices management can solve these problems. Using RFID can not only improve efficiency of data acquisition, but also provide data security, abundant storage policy and good database support. The dynamic tracking management of equipment can be achieved via the integration of RFID, Internet, communications and information system. So the operational and management level can be improved by using RFID.According to the development of RFID technology and the characteristics of telecom operators, this thesis designed the operator's device dynamic tracking and quality retrospective system based on public services infrastructure (PSI). This system not only covered the traditional functions of equipment management, but also achieved the dynamic tracking throughout the devices' life cycle by RFID technology. A unified coding system was designed based on PSI in this system, which completed the conversion between electronic information and device information through registration and analysis of RFID code. The information of devices was published as many information services that were searched in devices' dynamic tracking management. Then the thesis discussed the security of RFID data. A solution was introduced for system integration and information sharing by the web services in different system module at last.Finally, the system got the test run in Guiyang Branch of China Mobile. During the trial of running, it performed well and achieved all the requirements.
