With the rapid development of China's economy, automobile become more and more popular , automobile makes people' traffic fast and convenient ,at the same time, automobile also brings a lot of inconvenience due to mismanagement. Therefore, the static management and dynamic balance of automobile attract many people' attention and become the focus of research on new topics in recent years. In particular,The terrorist organization is so rampant that the automobile explosion unceasingly happened all of the world. In order to safeguard the society be stable, make the lives and the possessions be safe, all of the countries reinforce the security monitoring measure. The terrorists often hide the explosion in the bottom of the automobile to avoid being in sight. Also, some people are hidden in the bottom of the automobile to enter some country illegally. So the bottom examination of the automobile becomes an important part in the security supervisory.The vehicle management has always been a difficult task to the day-to-day management, and is also its important component. The existing vehicle management system is unable to easily and quickly provide the vehicles real-time performance data to the control section. For some departments with large vehicles or vehicles mobility, the difficulty of vehicle management is very obvious.. Since most of department has been the use of the traditional manual approach to vehicle management, which means there are a number of management weaknesses, such as low efficiency, poor security, a lot of manpower and resources, easily missed and so on, has greatly impeded the process of modernization.License Plate Recognition(LPR) involves techniques such as digital image processing,computer vision, pattern recognition and artificial intelligence etc. LPR plays an important role in Intelligent Transportation Systems(ITS) and Intelligent Park Systems, and it can be applied in Intelligent Vehicle Security Inspection System. LPR technology is a non-contact automatic identification technology, it has its own unique advantages compared with the other vehicles management approach. First, compared with the traditional manual approach, LPR has higher efficiency, higher safety, almost no labor and it is not easy missing; secondly, Radio Frequency Identification(called RFID) techniques exist problems that tag information is insecurely and signal is easy to be interfere, however, the LPR technology can overcome these shortcomings; finally, LPR technology is differ from IC card technology, it need't for automobile to stop and can automatically recognize them to ensure that traffic is free, moreover, the IC card is easy to be lost or stolen and be used by bad people. With the license plate recognition technology continues to mature and improve, it will be more applied to our daily life.Based on the basis of the analysis of existing vehicles management, this paper applies LPR technology to the vehicles management. LPR technology is a modem advanced technology which has many advantages,such as long life, reading distance, perfect information, storage of information can change at one's pleasure, high degree of automation and so on. LPR technology will be applied to vehicles management, so that the management of the vehicles have become more scientific and automation. In addition, for the safety of the vehicle supervisory, vehicle bottom examination technology will be applied to vehicles management as a supplementary means in order to enhance security.This paper has 6 chapters, the major research contents and the results are as follows:ChapterⅠ: This paper introduced research background, significance and source of the subject, provided an overview of the current situation of License Plate Recognition(LPR) techniques, listed the important research results at home and abroad, and showed the major research contents.ChapterⅡ: Firstly, this chapter introduces the classification, working principles of automatic license plate recognition system; and then focuses on the key technologies in license plate recognition system, as well as the algorithms to achieve these key technologies; finally, analyzes the difficulties of License Plate Recognition System and introduce it in real life applications.ChapterⅢ: First of all, this chapter analyzes the demand for vehicles management systems and indicates the objectives to achieve and main functions; and then in accordance with the framework of functiongs, designs the overall structure of the vehicle management system, innovatively applys vehicle bottom examination technology and the license plate recognition technology to the vehicle management system.ChapterⅣ:This chapter studies detailly the hardware design program of Vehicle Management System, software development technologies, database selection and access technology; studies detailly the various functional modules of the system and the design program of the main functions module.ChapterⅤ: This chaper carry out test experiments on the license plate recognition system and its collaboration to the electronic records management system, the experimental results meet the requirements.ChapterⅥ: this paper summarized the full text, and gave the advices about future research ideas.
