The rapid development of the Network communication technology and the Internet, making the concept of office automation has been a great deal of development. The modern sense of the office automation has become a science technology such as comprehensive computer technology communications technology system science behavioral science and so on .It will be connected by network based on different technology office equipment, the language, image, data, combination of word processing features will be in one system by it, and a scientific system has been formed with a strong function of deal with things and the work of high efficiency.With the continuous deepening of reform of the railway, the railway maintenance work is confronted with unprecedented new challenges. The establishment of a scientific quality control system for locomotive overhaul not only can effectively overcome the maintenance of a number of drawbacks in the existing quality management system to improve the repair quality,rapair cost compression, to overhaul the quality of the operating process and effective monitoring of operations, but also on material comsumption,and even acts of performance management for effective control and evaluaton.Therefore, maintenance equipment, digital transformation system research and applications of china's railway transportation safety monitoring areas important issue to be settled urgently.In this paper, the railway dept is carried out an analysis of the status que, combined with the network office case; the realization of a locomotive dept in railway bureau of the office automation system laboratory is designed and applied. Java technology of this system to the struts, hibernate, Spring as a framework for design and development, to mysql as the background databases. At first, this paper gives the design of the overall, and then it gives the design of each module. This thesis configures the operating environment, and gives this system entireness and unit testing process. The inadequacy of the system is analyzed and the improve program is given at the same time.
