With the rapid development of GIS, Mobile GIS which is integrate with mobile terminal is becoming the focus of the research. Meanwhile, for the satellite communication technologies develop so fast, that it is more convenient to use the technology to most areas .For the advantage of satellite communication, using the satellite technology as information exchanging platform for the GIS ,we can achieve the goal of managing and analyzing all kinds of geographical data information easily. These information is very important for designing, management and decision making.The paper focuses on GIS, Mobile Communication, Satellite Networks and GPS. Firstly, the article analyze the current research about GIS technology at home and aboard, the mobile location technology and the satellite communication , then introduces the foundational information about GIS component and satellite communication technology. Finally design and implement of the command system based on the satellite communication technology. We develop the system by using SuperMap Objects as GIS development platform and using BGAN satellites as data transfer platform. The system implements the interaction of client and center control platform. The paper discusses the communication of the mobile terminal and the center control platform through the satellite. Control and monitoring functions of center control platform are also implemented. Information Query, path analyzing, partner position location and other functions are mentioned in the article too. The system reaches the quality target by passing the quality test.
