The radar capability is badly affected by sea clutter in ocean environment, it is great effective on researching the statistic model of sea clutter for optimization of detection arithmetic design and evaluation of radar capability. It is very important to study the character of sea clutter, to build appropriate model. And it is significant to radar system design and radar signal processing and target detection.The thesis first deeply introduces the statistic characteristic of sea clutter, two basic methods of sea clutter simulation and the method of simulating several probability distribution models based on ZMNL are given, the Sea clutter non-steady characteristic- sea spike is studied and a definition of spike with the profiles of time, frequency and energy was proposed, the research methods of the statistic characteristics of spike and the time-frequency distribution of sea clutter are given, the method and tool for embedded understanding and analyzing non-steady characteristic of sea clutter; and from the complexity and confidentiality of sea clutter data files, the data-base of sea clutter was established by using VC6.0 and SQL mix programming in order to carry on the highly effective management of the massive radar sea clutter data; finally the simulation interface was produced based on the Windows platform using VC++ language, and the radar sea clutter characteristic analysis software was set up by calling the MATLAB function which had been compiled, the above mentioned statistic model of sea clutter and characteristic analysis of spike was proved by analyzing the measured data, a good foundation has been build for the future of sea clutter characteristics of in-depth study.
