Radio propagation prediction for wireless communications is the basic issue for the whole wireless network planning. It is important to make an accurate prediction for the location of the base station and mobile station. With the greatly increasing of user quantity in wireless communications, the precious cellular system so called macro-cellular now is replaced by micro-cell step by step. In these wireless environments, buildings are numerous, the geometry of the terrains is various and the average height of the buildings may be higher than the height of the base station antenna. Therefore no traditional radio propagation models could meat the demand for adequate prediction accuracy. And the deterministic model can meat it with the actual terrain, however the deterministic model requires more detailed geographic information. So, the deterministic model on the basis of electronic map has more superiority.In this paper, on the basis of the wireless channel propagation prediction models, the development of the electronic map is expounded in details, and also the hills geography information system (GIS) and city streets geography information system (GIS) are established here. The focus of this paper is the establishment method of radio propagation prediction model which includes the empirical model and the deterministic model. According to the real terrains, the deterministic field strength prediction model algorithm based on the reflection and the diffraction, and the ray-tracing algorithm is put forward. In combination with the geography information database of the radio propagation environment, by means of computer simulation, the disrobement of the field strength distribution in different places is realized. By comparing to the testing data under the empirical model, the validity of the deterministic model algorithm is verified.
