The research of Radar Signal of Sea clutter has been paid more and more attention to for these years. Radar Signal of Sea clutter could be researched not only as clutter but also as target. Take sea clutter signal as clutter, the aim was for pressing clutter signal from radar echo, extracting target information and detect target; take sea clutter signal as target, the aim was for obtaining some useful sea information from sea surface scattered signal, such as wave height, surge direction etc, there was the research hotspots for Marine Remote Sensing in these years also.Based on sea clutter statistical characteristics, the paper studies the sea clutter signal characteristics in short distance and low incidence angle by analyzing the influence of radar equipment parameter, surroundings and target parameter on sea clutter characteristics. Power spectral characteristics and amplitude distribution characteristics of sea clutter have been introduced. The paper adopts measured data to check up several often-used distribution models, and proved that K-distribution is in accordance with these measured data. The empirical formula of K-distribution parameter estimation has been given, this empirical formula can estimate parameter rapidly and accurately, can more applicable to real situation. At last, the models of sea clutter signal has been established and been simulate by using ZMNL and SIRP.The results indicated that sea clutter data produced by SIRP can satisfy the requirement of sea clutter characteristics commendably and embody pulse-pulse correlation also.
