To solve the problem faced by the analog video monitoring for postal savings office, we propose a network-based remote video monitoring system, and investigate the problem about how to achieve the huge video data transmission in network.This paper uses two approaches to solve the problem mentioned above. In one approach, we study the advanced video encoding technology to reduce amount of video data. In other approach, we investigate the transmission methods to fully improve the transmission efficiency.Through the in-depth research and analysis, we adopt the usage of the advanced MEPG-4 video compression and use RTP / RTCP streaming media technology for data transmission. The system is based on C / S architecture for the remote video monitoring system. The framework of remote video monitoring system is designed, and the hardware module is chosen to integrate with the platform. Finally, the design and implementation of the server side and clients is given in this paper. The design of the system initial component, the authentication component, the data compression component, the client service component, and the preview of video monitoring component are presented, and key data structure of the components are explained. To illustrate the key technique in the system, we show the detailed data flow diagram. At the same time, we test the main function of the system and evaluation results are shown in this paper. The intensive evaluation results prove that the system can meet the requirements.
