HEVC(High Efficiency Video Coding) became the latest generation video coding standard in January 2013, a great leap forward in terms of dealing with natural video. Recently, on the basis of HEVC proposed SCC(Screen Content Coding), for dealing with non-cameras captured screen content video such as web pages containing, text, graphics, PPT and other non-continuous tone generated by the computer's video processing. Although the video technology has been developed to very good, but the video coding will take a long time, should the actual demand video coding needs to be fast on the existing basis.The key technologies in HEVC and SCC are introduced firstly in this thesis. Then inter PU mode and two kinds of motion estimation when carried on inter prediction are deeply studied for a proposed fast inter-frame coding algorithm. Within the screen content video sequence intra coding data and inter-frame coding data comparison, the thesis found that there exists redundancy in inter-frame coding. And inter-frame coding process has a higher degree of complexity, it needs to start from the inter-frame coding to reduce coding time. The screen content video contains a lot of simple block, using SKIP mode to predict, so can account for the relationship between SKIP mode and other prediction mode and the correlation between the inter prediction mode and the motion estimation, then speed up SCC inter-frame coding starting from the two aspects.Inter prediction technology used in designing new algorithm for SCC is the same as HEVC. The new algorithm for SCC don't use new technology of SCC, so the new ideas can be used to design fast inter-frame coding algorithm for HEVC. It is different from SCC, different quantization parameter QP, when new ideas on natural video sequence is encoded,the relationship between SKIP prediction mode and other prediction modes are different. Therefore, according to the different QP and the probability when best prediction mode under the current depth is SKIP, the best prediction mode of the next depth for a certain candidate prediction mode, select candidate prediction mode to encode CU. At the same time according to the correlation between the inter prediction mode and the motion estimation, design fast inter-frame coding algorithm for HEVC.The thesis test screen content video and natural video on the corresponding test platform.In low-delay configuration, SCC in combination with ESD compared to ESD algorithm, experimental results show that the coding time can save 16.50% on average with 0.0502 d B BD-PSNR decrement and 0.5373% BD-Rate increment. For HEVC, compared to the original algorithm, experimental results show that the coding time can save 39.95% on average with 0.0318 d B BD-PSNR decrement and 0.9606% BD-Rate increment. Experimental data demonstrate that SCC and HEVC inter fast encoding algorithms in video compression without compromising coding efficiency, achieve the purpose of saving coding time.
