According to the paths of the PSTN development, the Intellectualization, Softswitch and IMS are different periods of network development. PSTN is the foundation of the development, the Softswitch is an inexpungibility crucial stage, and IMS is the final construction of NGN. Until now, many Telecommunication Operators develop the experiment and the commercial deployment of Softswitch positively all over the word. In China, Telecommunication Operators also pay close attentions to the softswitch technology, China Telecom, China Netcom, China Unicom, China Mobile, China Satcom and China Railway Communication had started to make the applicationl experiment and the commercial deployment of the Softswitch technology completely.This article takes the introduction with softswitch technology of XX Co.,ltd attached to China Netcom as an example, and the development project of the softswitch technology is probed in network Structures, network element configuration, voice network building, signaling network building, bearer network building , the planning of network resources and operation maintenance scheme etc. Finally, a whole objective which the CNC local network of XX city will achieve in 3 years is formulated in this article.First, introduces emphatically the transformation of the Telecommunication Operators, the applications of the softswitch technology within the world,and the content arrangement of this paper.Then,describes the concept and the function of softswitch technology, the softswitch technology system construction and the agreement, as well as the the China Netcom's principles set of the network element configuration with softswitch technology, in order to provide a theoretical basis for the deployment of the Soft-switched networks.The third chapter of the main body of this paper till ninth chapters is the development project of local Soft-switched networks, as follows:(1) Analysis the XX city local network service and the network development present situation, in order to provide a theoretical basis for the development project of local Soft-switched networks.(2)Carries on the forecast of the development of XX city local Soft-switched networks , mainly from the evolution of ideas in areas such as the type of business conducted on, with a view to introducing business development strategy.(3)Discusses the softswitch development strategy. The introduction of soft-switched networks to the fundamental purpose is to provide differentiated products and services,to seizes the market fast. In the 08～10 three-year planning period focused on the development of an integrated voice-data-type business, big business customers and so on, and cooperation with the enterprise which has the resources of interface, in order to seizes the market fast with the softswitch technology and Broadband access technology, strives for the big customer, the business customer, the newly built district and so on, provides the pronunciation, the data, the multimedia synthesis service solution.(4)Carries on the elaboration to the softswitch network planning , formulated the Softswitch network positioning in the 3 year planning .2008, introduce the softswitch network, to develop new user with equipment such as AG, IAD, SIP , to achieve soft switching and intelligent network intercommunication. Softswitch is a local data network, billing, exchange, business management center. Use two pair of soft exchanges (2009 built one pair) The whole XX market will be divided into two regions, East and West, to make the district junction between the PSTN and the NGN interface equipment in 2 years.(5)Discusses the requestments used for a variety of softswitch business flow to the NGN bearer network bandwidth,then formulation the development of the bearer network planning and safety program.(6) For the Softswitch network resource planning, mainly includes the user serial number plan, the IP address plan, the signaling code assignment and so on.(7)For the Soft-exchange programs to maintain operations, Network Operation Mode will face to difficulty because the application was still at the start stage.Finally, carries on the forecast to the soft exchange network.
