With the continuous development of the socialist market economy, the Inland Revenue Department proposed to adopt a device with functions of both controlling tax and printing invoice and promulgated state standards GB 18240, in order to adapt to developing of Information and electronics technology, implement fair tax burden, reduce costs and improve tax administration efficiency. As the GB to be published, many FECR manufacturers research and design their own fiscal controlling equipment products rapidly and most of these are deigned on SCM that the performance and scalability are relative weak in order not to meet the requirement of future services development of Revenue Department.According to international request and the product's own character, FECR in this paper adopts the total solution with major CPU (OKI ML675050) and uClinux operation system and Jffs2 file system based on ARM architecture, forms a product platform with high efficiency running and strong hardware compatibility and implements the design pattern of boot, kernel, file system, hardware driven and hierarchy for upper software which is easier to be maintained and simultaneous can provide a good 2nd development platform.This paper analyzes the development status of FECR and embedded terminal in foreign and domestic market, generally describes the hardware and software functions and presents the implement technology and method of the key issues. Moreover, testing method of innovative embedded product is proposed in the paper including normal testing and auto testing. The product's hardware and software performance has reached expectation standard and has been in volume sale.
