With the reform of the armed forces of the rapid development of high-tech, traditional military model of management has increasingly become a bottleneck restricting the development of the armed forces. Vehicles supervisory control system using wireless communication technology, GIS technology and GPS location technology can resolve this problem effectively, satisfy the need for the meet of the dynamic positioning and orientation in a timely manner,thereby reduce fuel consumption and travel time and the cost of road transport. So that the military road transport significantly improves the effectiveness, as commander of science, the right to assist in decision-making, in order to force car lay the foundation for digital.By researching and analyzing the vehicle monitor system and relative technologies, this paper proposes an application of vehicle navigation and control system based on GIS/GPS/GPRS in the military vehicle management, and completes the design of vehicle-mounted terminal and monitoring terminal. The system not only performs a good application of GPRS technology's characteristics—high-speed, real-time, wide range coverage of network, but also use the advantages of GPS's speediness and real-time, GIS tracking and displaying geographic data to achieve intelligent remote monitoring, scheduling and management of real-time online and information transmission each other between moving vehicles and monitoring center.Because of the simple function, poor transplant, and having no operating system, the single chip system can only satisfy the simple controlling, compared with the traditional supervisory control system, this system overcome the shortcoming and can realize complicated supervisory control, such as demonstrating the complicated electronic map, carrying out the complicated data calculation, even the network interconnection and web browse of high - tech product. At the same time, by adopting GPRS communication with great resource utilization, fast transmission, and rational charge, this system resolve the problems such as high communication cost and information lost existing in systems adopting SMS communication technology, and raise the real ability and reliability of the system. This paper introduces the structure and function of the vehicle Monitor system, the research and design of vehicle device, the research of supervisory center. Vehicle device is composed of vehicle-mounted terminals uses embedded operating system Windows CE.net and ARM920T embedded microprocessor, and on software uses multi-threading technology to run GPS data reception, analysis and transmitting data by GPRS wireless communications network in the background. Monitoring terminal uses socket, multi-thread, database, etc., through data analysis transmitted from vehicle-mounted terminal, memory management, database access technology to realize the access of history trace, display and track points enquiry operation.Vehicle-mounted terminal as one of the focuses of the study, involves underlying software and operating system transplantation, transplantation and testing process were cumbersome and complex, took up much time, so the time used in developing vehicle-mounted terminal and monitoring terminal software system was relatively short, some functions could be completed further.
