The University Science and Research Management and Information System (SRMIS) is used to provide policy-making and software support. Sub-systems such as management of project, national fund, thesis are included in the SRMIS. Complicated associations exist between the sub-systems. In addition, the SRMIS should not only provide the information management inside the Department of Science & Research, but also provide the function of data share and exchange with other departments in the university, and easy browse for users outside the campus. Now due to the different technologies and platforms adopted by different departments, it is hard to realize the function of systems integration, share of data, which cause too much waste of resource. Recently, many distributing technologies are developed, and much more attention is paid on the Web Service due to its advantages in heterogeneous data resources, distributing structure, share of web application.Some main functional models such as research projects, research outlay, patent, national fund, thesis & monograph & periodical are analyzed in this thesis. And a brief class graph model of project management is given for further design of Object Oriented Programming data structure.The structure of this SRMIS is a combination of B/S and C/S systems based on 3-layer architecture. Three layers that data layer, logistic layer and applicated layer are contained clearly in this system. The design of database, store process, interview, integrity and safety of the database are considered in the data layer. The logistic layer is used to build web services which are used to visit and modify the database. And the applied layer is used to provide user interface. The interchange of data is realized by XML-based technologies. The logistic layer is developed by XML Web Service which is convenient to data interchange between different platforms. The applied research on how to build extensible, loose root Web Service Systems in a decentralized environment is analyzed in the thesis. The process on foundation, test and utilization of Web Service is introduced by building a SOAP-based authorization service. Finally, the design of data layer is given, then the data interchange process between XML document and traditional relation database is analyzed.
