With the rapid development of information technology, the Internet has already become a part of our life. Many enterprises and departments urgently are meaning to provide various services on the Internet. Now, the Web-based applicatoion service mode has become a mainstream of the Internet services. Whether foreign or domestic, from traditional industries to electrical commerce, the Web-based application has greatly changed the traditional service mode. In the beginning of 2000, SUN released Java 2 Platform Enterprise Edition(J2EE), it provided a unified program design pattern-Web-based application design pattern.J2EE is an architecture which uses Java2 platform to simplify the complex problems associated with developing, deploying and managing enterprice solutions. The base of J2EE technology is core Java platform or the standard edition of Java2 platform, J2EE architecture provides a middle layer integration framework to satisfy the demands of enterprice application development.As the development of water conservancy, the requirements for hydrological observation technologies are becoming higher and higher. According to the requirements of Japan Hokkaido's hydrological observation, river information system is an integration information service platform which is proposed in terms of the function of river observation and based on observation management, its main function is to support decision. At present, the information construction of hydrological observation has finished the first phase's task, the basic operation processes are transformed from manual operation to electrical process. The existing information system has characteristics of many observation kinds and high quantities, the increasingly growing data accumulated a gold mine. The main objective of River information system is to find useful data from the gold mine, then process rapid analysis on the data and fianlly make it the data needed by decision support. This paper is based on J2EE instruction and multilayer architecture, it also gives the paticular design of database, service layer and presentation layer and some implemetation techniques of the Hokkaido river information system.
