With the expending of current road construction, the road network becomes moreand more complicated, it's time for modern transport facilities to be improved, and as thefrequency of traffic flow changed more quickly, the job of traffic department becomesmuch more sensitive and busy. If we continue to use the methods that being used fordecades, such as analysis, graphics and on-site collection for addressing various datacollecting and processing, it will greatly limit our power in dealing with varieties ofcomplex issues. We will encounter a variety of problems, and for some reasons some cannot be solved well, such as traffic control and management. Therefore, each large andmedium-sized cityis expecting to introduce the intelligent traffic system.We tailored a traffic control system platform according to the demand of TrafficManagement Bureau of Qinhuangdao. The purpose is to enhance traffic facilitiesmanagement power, plan traffic flow organizations properly under current roadconditions, and to alert the traffic awareness of modern traffic participants, then it caneffectively alleviate traffic congestion, improve communication environment andtravelling speed, reduce traffic accidents, and standardize management procedures. Withthe adoption of today's high-tech, the subsystems, road traffic facilities, and relateddepartments were combined organically to be a traffic police control and managementsystem with the functions of traffic info collecting and processing, providing service,decision-making, coordinating and so on.There are two main purposes of this paper: First, from the implementation point ofview, it systematically expounded the development processes and implementationmethods of the intelligent traffic control system; second, from a theoretical point of view,it raised some methods which is to solve certain problems of the existing intelligenttransportation system.In implementation, the modules focused on some specific design and implementationis able to give the reader a clear concept on development and design. Firstly, the systemintroduced a geographical information technology, the United States ESRI's ArcGIS, as a foundation of geographic information, in order to manage the GIS data, road network inthe backgrounds, and desk graphics geographical operations for front operators throughthe ArcGIS platform. It not only applies to the requirements of traffic managers, but alsoaccords with the requirements of traffic participants. In general information system, themanagers not onlymonitor the roads and intersections'situation real-time through variousof signs displayed on the electronic map, managing transport facilities efficiently,supervise traffic flow, the congestion degree of road sections and status of hardwareequipments, such as signal controller, but also predict the traffic flow of some roadsections, then the operator can control the whole system properly based on theseinformation. Secondly, the system connecting with the Ethernet applies TCP/IPtechnology to communicate with the server host, and applies serial communicationtechnology to communicate with the signal to make sure that traffic information arecollected, analyzed, processed, stored, etc. the system also provides hardware monitoring,detailed information configuring, data forwarding functions for users. In addition, thisarticle also describes how to deign an efficient thread pool for concurrency serviceprogram based on the object pool. In the thread pool, some familiar problems, such asthread deadlock, thread allocation, thread leakage and so on, are resolved, it enables thesystem robust and scalable, and realizes effective management and reuse of threads in thethread pool, then improves the efficiencyof the system.Theoretically, this article used the advantages of rough set theory to analyze someuncertain questions. It describes how the various factors impact on the accident. Firstly,unnecessary rows of data were cleared up. In accordance with the characteristics of trafficaccidents and incidents, the incentives were extracted from relevant records which havefields data to form a new table, then we can find rules through the combination of thefrequent fields values formed by the incentives field values and the result field values,Finally, through the calculation of the support and evidence confidence the users canevaluate the usefulness of the association rules that can help traffic managers to find outthe causes and laws of traffic accidents. In addition, this article presents a solution whichtargets on the crossroads in urban areas of small to large cities. At the crossroads, thereare only few vehicles on the leading trunk direction, whereas the vehicles are crowded inthe opposite direction waiting for the traffic lights to change, so it wastes the source ofcrossroads. In this paper, based on the length of the vehicle, a fuzzy control inductionsolution that controls the signal was designed and explained. I hope it may have a littlehelp for the development of traffic signal control, and may give some references for some projects.In summary, the specific role of this paper is as follow: analysis of traffic data thatdepends on the geographical, the systematic management of transport facilities, carry outdata modeling on the basis of analyzing substantial historical data to provide inductionand control programs, then bring forward reference model for traffic control combiningwith communication network. This article will help the readers to understand the designideas of the intelligent transportation system more clearly. It plays a forward role forfurther implementation of Intelligent Transportation Systems in other functional design.
