With nuclear technology applied in industry, agriculture, medical service, institu-tion and education, incidents and accidents of radioactive source occur occasionally,and have already made casualties. Therefore, the radioactive source security manage-ment is important.To meet the needs of radioactive source safety and security, a wireless commu-nication radiation monitoring and video surveillance system was designed and devel-oped. Functions, design, technical solution of the system are introduced in this the-sis. Achievements include autonomous and computerized data processing of radia-tion dosimeter, wireless RF data communication method and communication protocol,video transition on microwave, realtime video display and capture, motion detectionon video.A controller based on MCU was designed. The controller connects to X-γradia-tion dosimeter, video surveillance equipments, digital data radio and microwave videotransmitter, composing the fore end of the system. The controller communicate withthe other device with serial communication ports to collect and cache data, controlequipments and communication with rare end. The rare end of the system consists ofPC, which is running client programs and database server, video capture card, digitaldata radio and microwave video receiver.A communication protocol compatible with NMEA 0183 standard was designedand implemented, to ensure the validity of wireless communication. The communica-tion protocol consists of message format, verification method, communication regimeincluding error process and congestion control, address code. The PC client programhas functions of dose rate data collection, display, storage and charting, camera andscanner control. Video capture program is based on Microsoft DirectShow framework,implements realtime autonomous video surveillance. A dynamic background di?eren-tial method was proposed and implemented to detect motion on video, based on the study of some common video motion detection algorithms. Video capture starts auto-matically when motion objects are detected in video. The captured video is stored inthe format of MPEG-4, which can save much storage space.This system integrates radiation monitoring and video surveillance, is capable ofcontinuous and autonomous surveillance. It can be moved and deployed easily andquickly due to its wireless communication and integrated control. Therefore, this sys-tem can meet the needs of radioactive source security.
