Land resource investigation is the most basic and complex work of land resource management. Large amounts of data need to be dealt with. For land management information construction, it is very import that how to improve data efficiency and quality. The second nationwide land survey has already been launched a comprehensive investigation. It's imperative that the graphic document, the data and the field are all consistent by the advanced technical method to carry on the land-use survey under the current situation.The combination of 3S technology is the important direction of current spatial information technology with broad application prospects in land management. In allusion to the traditional land resource survey methodology in the work of low efficiency, timeliness of the issues of poor, the application of 3S technology in land-use survey is discussed in this paper. It is detailed expounded on the technique route and implementation of land utilization investigation based on 3S technology. The land survey method of 3S support has a variety of advantages of small error, high efficiency, less consuming of time, manpower and resources, with the character that the results and information in modern management.Based on the technical requirements of primary land investigation, this paper discuss specifically on the integrated application of DGPS/EGIS, the real-time upload of survey data and the achievement of alternation transaction. At the same time, this paper regards systematic scientific theory as guidelines and uses component development, database management, etc. Synthetically, use the theory and method of software engineering, through utilizing analysis of land-use data management business and user's demands, carrying on the overall design of the land survey information system and design of database, have set up systematic function framework. On this basis, regard Visual Studio.Net 2005 and SQL Server as the platform, the land survey information system is developed with SuperMap Objects. This system has met the requirements of land data analysis and treatment, realized the automation of land change data management, and improved office efficiency greatly. Experience in such aspects of software and hardware disposition, technological method and system project adopted in this system, have certain promotional value and reference significance in the construction of the land information system in future.
