With the development of various new technologies, human life has always been changing greatly and rapidly, especially in recent years. Due to the extensive use in most social fields, information technology has to make appropriate and prompt changes to the revolution in each field and upon that rule-based approach emerged. The basic goal of this approach is to separate business rules from implementation code, which converts business rules to maintainable objects so that we can accomplish modifications without changing program code in case of business change.In present electric power system, signal feedback approach is used in fault detection system of power transmission and transformation devices. Each monitor station controls huge amounts of devices. Fault information is delivered to workers by displaying on the screen. The high refresh rate of prompting messages on screen and the long duration of decision-making will result in the loss of important fault information.Based on the fault detection of transformer in power transmission and transformation system, we developed the transformer fault detection system by adopting rule-based programming approach. This system can help people analyze the fault information and take corresponding operations. In order to let user maintain the business rules base independently, we studied and developed business rule management system. Considering possible conflicts between rules in rule base, we analyzed those conflicts and proposed conflict detection algorithm according to different conflict situations.
