Network planning has a wider application in hydropower engineering design, construction and management. But, the establishment of network planning depending on manpower is difficult, and it is difficult to guarantee accuracy too. So, it is necessary to deal with the network planning by computer in order to solve these problems and make better use of the network planning technology in the practice of project management. This paper researches in the method of programming network planning software on the Visual C++ platform. The main work and achievements are as follows:(1) Dealing with network planning with computerThe traditional method of dealing with network planning adopts handwork on the network, the work will takes much effort when the node number is big or the network is complex, but it only takes several seconds with this software, and it is right if only the information is incorrect.(2) Automatic drawing network planning by computerThe traditional method for drawing network planning takes much effort and the result is not standard. By dint of computer, it can fix up the principle of drawing, let the computer confirm the position of the works and put out them automatically. Because of the complex of drawing, this method is not so agility as handwork that the result maybe different from expected. Although, it can put out standard network, and we can adjust it according to our needs later.(3) Combining of the network planning and the construction simulation of the underground structure groupThe reason why to bring in simulation is that network planning has limitation itself. Network planning depends on the estimate of the time each work takes, but the time is difficulty to estimate especially as the hydropower engineering which is so complex, so the estimate is doubtful in a certain extent. However, simulation can make the estimate more efficient although it is also based on the experience. It also can describe the effect of the resource on the time by quantity. This paper takes the simulation of under ground structure group for an example to introduce the method of the combining between the network planning and the simulation.
