License Plate Locating System In Complex Environment

With the rapid development of transportation in our country and much more private cars going to the families ,the Intelligent Transportation System becomes the only solution to all the problems followed .As the ID of a car ,license plate number is the first important mark on it .That is why the License Plate Recognition be a absolutely necessary technique in Intelligent Transportation System .And the technique of license plate locating is the very precondition and key of license plate recognition system .This article starts at Intelligent Transportation System ,and gives a briefly introduction to the technology of License Plate Recognition System .Following that ,we focus on the algorithm of license plate locating ,and analyze most traditional in detail .Finally ,we developed our own plate locating technique .Our algorithm is based on the texture ,color ,ratio of the width and height of the car plate .Refers to Wronsky motion detect factor ,improved Sobel edge detect factor ,adoptive mathematical morphology factors ,color analysis ,region growing and many other technology .On these basis ,we gain a excellent system performance .We complete our system with Borland C++ Builder 6.0 , and the statistical result will be giving in chapter five .
