The paper is based on the design and implementation of VLPRS (Vehicle License Plate Recognition System). In order to realize the intelligent management of traffic for Beijing, VLPRS is an important technology innovation project developed by Beijing Public Security Traffic Management Bureau.The location of the Vehicle-License-Plate is the crux of the recognition of the Vehicle License Plate. Finding the accurate location is the basement of the next step -recognition of the character. Our work is based on the theory of "Fuzzy-Mathematics" and "Mathematical Morphology". We developed a system that can auto-adaptively deal with the picture without any interference of human being. So the size of the picture is no longer important for our work.In regard to the complex background of the vehicle images the varied illumination and strong noise disturbance conditions ,a real-time license plate location algorithm is based on the "Fuzzy-Mathematics" and "Mathematical Morphology". Firstly a method named "Min-Arithmetic operators" is used. Secondly "Fuzzy-Mathetics" is used to get the edges in the images. Finally "Mathematical Morphology" is used to get the location of the license plate. A series of experiments under different conditions have been complete. The experiment results show that our method is excellent in the effect and accuracy.The paper presents the methods of us in details . At the end of the article, we introduces the recent advanced methods include SVM and the prospects of the following work.
