QoS is a concept of a contract on information transmission & sharing between network users. The concept smashed traditional FCFS mechanism of IP networks, and make different data differently treated. In this way, different service data would enjoy resource based on their style and requirement. This not only satisfies the requirement of different services, but also makes resources fully utilized.This paper deals with QoS technologies of IP networks. Firstly, it introduces QoS background knowledge, concept, parameters, present popular QoS network models and common mechanisms. Research emphasis is put on the key mechanisms--queuing and scheduling. In the research, M/M/1/m queuing model is adopted. Based the model parameters, it presents QoS parameters of FCFS, PQ, WRR and WFQ scheduling algorithms. From the simulation pictures, it also discusses the advantages and disadvantages of these algorithms. On the basis of above research findings, it studies the parameters of common PQ+WFQ algorithm and proposes an improved one, which can eliminate the"Starvation"phenomena of WFQ queue. Finally, author develops the improved one based on FPGA.
