Digital image compression technology is the basic part of digital image processing. It is widely used in many areas, such as aeronautics and astronautics, industry, biomedicine, traffic surveillance, and so on. These days, the studies of image compression have been concentrated on how to get high compression ratio, low distortion rate, etc. Further more, according to the characteristic of different areas, how to get the appropriate compression method for industry application is also a focus. An image compression technology based on discrete cosine transform (DCT) was studied in this paper. Firstly, the influence of compression quality over the different DCT coefficients was analyzed. Secondly, considering the energy distribution characteristic of coefficients, image compression and coding method based on DCT was proposed in this paper. The presented method could be used on layered video transmission and rebuild by controlling. Experimental results showed that the method was available and valid. Combined the application characteristics of traffic image, a classed issue and efficient transmit strategy was built. It could customize the different compression and encoding according to the users'requirements. The proposed method could make transmission controllable and reduce the quantity of image transmission according to the requirements of subsequent image processing, which formed the base of efficient traffic video compression and transmission.Analyzing the traffic image application characteristic in each department, a layered image transmission strategy was researched. According to this, the experiment was made under lab network environment, and the simulating experiment showed that the proposed method was valid.
